The Instrument and Articles of Government allow the Board of Governors to make certain determinations with regard to its operation, and these are included in the Board of Governors’ Standing Orders. If there is any doubt in the interpretation of the Standing Orders, then the Instrument and Articles of Government will always take precedence as the legal document.
